Despite Court Challenge, FCC Starts Accepting Radio Incubator Applications

As a federal appeals court in Philadelphia heard arguments on Tuesday for blocking portions of the Federal Communication Commission’s new radio incubator program from taking effect, in Washington the agency announced it would begin accepting incubation proposals.
