Fault Lines Showing Over Class C4 FM Proposal

Three votes is all it will take for the Federal Communications Commission to open a rulemaking on a proposal to create a new Class C4 FM, which would allow hundreds of Class A FM stations to broadcast with increased power. As the FCC looks for a consensus on what to propose, the radio industry itself is showing a split on the idea.
